ASACCC RULES
 

NAME
1,   The club shall be know as "Avon Sports And Classics Car Club" also "ASACCC"

PURPOSE
2, The purpose of the Club is to provide for it's Members the facilities and means to participate in motoring and provide facilities and means for social activities.

MEMBERSHIP
3, The Club shall consist of the following Members:-
a; Ordinary Members. All persons of not less than 17 years of age shall be eligible for Ordinary Membership.
b; Youth Members. All persons under 17 years of age shall be eligible for Youth Membership.
c; Honorary Life Members. Honorary Life Members may be elected at the Annual General Meeting by simple majority of Members present. Honorary Life Membership may only be granted to persons who have been particularly active in their support and participation in the Club.
d; Temporary Members. All persons who are friends or relatives of Club Members will be eligible for Temporary Membership for specific functions or events.

PRIVILEGES
4, Ordinary and Honorary Life Members shall enjoy the full privileges of the Club and shall be considered full Members of the Club.

5, Youth Members shall enjoy the same privileges as full Club Members with the following exceptions
a; Youth Members shall not be eligible to be proposed, elected or serve on the Committee.
b; Youth Members shall not be eligible to have a vote at an Annual General Meeting or a Special General Meeting.

6, Temporary Members shall enjoy only the social and recreational activities of the Club.

ADMISSION OF MEMBERS
7, Eligible persons may become Ordinary or Youth Members by attending a Monthly or Annual General Meeting. Up to 2 such Meetings may be attended before subscriptions become due. Admission to Membership shall be granted upon payment of the correct subscription in full.

8, Temporary Membership will be granted automatically upon introduction of an eligible person by a full Member of the Club.

PROOF OF MEMBERSHIP
9. Every Member, except Temporary Members, will be given a membership card, a copy of the Club Rules.

SUBSCRIPTIONS
10, Annual subscriptions are currently:-
a; For Ordinary Members £12 upon joining, £10 thereafter.
b; For Youth Members £5.

11, The annual subscription shall be payable upon admission to membership and at each Annual General Meeting thereafter. Members joining after the August meeting will pay half fee.

12, Members whose subscriptions have not been paid 2 months after the date due shall be considered to have terminated their Membership.

13, Annual subscription rates may altered by a simple majority vote of Members at an Annual General Meeting

CESSATION OF MEMBERSHIP
14, Membership may be terminated by:-
a; Resignation by notifying the secretary, preferably in writing.
b; Removal from the list of Members for non payment of subscriptions (see Rule 12)
c; Expulsion (see Rule 39)

15, Upon cessation of membership the membership card becomes property of the Club and must be returned to the Secretary.
 
ANNUAL GENERAL MEETING
16, The Annual General Meeting will be in January each year at a time and place fixed by the Committee.

17, The Secretary will give at least 2 months notice in writing to members by publishing details of the Meeting in at least 2 Newsletters.

18, Notice of any resolution to be proposed at the Meeting must be given in writing to the Secretary by December 1st. An Agenda will be produced by the secretary for Issue to the Members at the December monthly Meeting.

19, Proceeding s of the Annual General Meeting
a; The Chairperson will report to the Members on the Club activities for the past year. The Treasurer will present the balance sheet and report on the past years accounts.
b; The Members will elect Committee Members for the coming year.
c; Resolutions, of which due notice have been given will be discussed, proposed, seconded and put to the vote.
d; Voting . Each full Member will be entitled to one vote on each resolution at an Annual General Meeting. Any resolution will be carried by a simple majority of voting Members present except for :-
i. A resolution relating to an addition or alteration of the Club Rules which shall require a two-thirds majority to be carried.
ii. A resolution to dissolve the Club which shall require a three-quarters majority to be carried.

SPECIAL GENERAL MEETING
20, A Special General Meeting shall be convened upon the request of the Committee or on the wish of a simple majority of full Members to discuss a specific topic or topics.

21, Notification of the date, time, place and subject of the Meeting shall be given individually to Members by post or hand, or if time permits by a notice in the Newsletter preceding the Meeting.

22, There shall be no fixed quorum of Members at any General Meeting. At Special General Meetings the voting procedures will be as in Rule 19d.

MONTHLY MEETING
23, The Club will meet monthly for the purpose of conducting routine business, providing a forum for Members' ideas and general socializing.

24, The date, time and place of the meeting will be notified to Members by the Secretary in each monthly Newsletter.
 
CLUB EVENTS
25, From time to time the Club may organize social or motoring events. Subsides from the Club funds towards these events may be voted by the Committee but must be approved by a two-thirds majority of Members present at a Club Meeting.

26, The financing of Club events shall be borne solely and equally by those Members attending, after any subsidy from the Club funds has been deducted. The appropriate dues will be collected prior to the event taking place. In the event of cancellation the dues will be refunded, less any fixed cancellation fee paid to any outside agency.

RULES
27, No alteration or additions to the Club Rules will be made except at a General Meeting and will require two-thirds majority of Members present.

OFFICERS OF THE CLUB
28, The Officers of the Club will be a Chairperson, Treasurer, Secretary, Membership Secretary and when elected an Honorary President. These Officers shall form the Club Committee and with the exception of the Honorary President will be elected annually. Nominations for election are to be sent to the secretary by the 4th Monday in December for publication at that meeting.

29, In the event of a vacancy arising in any of the offices, apart from Honorary President, from any cause, the remainder of the Committee will have the power to elect a Member to fill the vacancy until the next Annual General Meeting or Special General Meeting called for that purpose.

CHAIRPERSON
30, The Chairperson will be chief Member of the Club and will preside at all meetings and have a casting vote when in the chair.

31, In the absence of the Chairperson, the Honorary President or the Secretary will deputize but will not have a casting vote when in the chair.

SECRETARY
32, The Secretary will:-
a; Deputize for the Chairperson in their absence when the Honorary President is also absent.
b; Keep all documents and papers of the Club as the Committee may direct.
c; Carry out all correspondence with outside agencies on behalf of the Club
d; Convene all meetings of the Club and Committee and prepare minutes of the proceedings.
e; Produce a monthly Newsletter and any other publication as required by the Committee.

TREASURER
33, The Treasurer will:-
a; Receive and be responsible for all moneys of the Club.
b; Pay all debts of the club as the Committee may direct.
c; Run the Clubs account.
d; Prepare the annual balance sheet which will be submitted to the club at each Annual General Meeting.

MEMBERSHIP SECRETARY
34, The Membership Secretary will prepare and maintain an up to date list of Members, to include names, addresses and telephone numbers. They will be responsible to the Committee on all matters of Membership.
 
HONORARY PRESIDENT
35, The Honorary President is a non voting Committee Member who has been so elected at an Annual General Meeting, after having served the Club for at least one year. The position will be reviewed biannually at the Annual General Meeting and will only be filled when an appropriate Member is elected. The Honorary President may deputize if necessary for the Chairperson in their absence.
 
COMMITTEE
36,  The Club Committee will consist of the above Club Officers. Committee Members, except Honorary President, will retire each year at the Annual General Meeting, but they will be eligible for re-election. Any full Member is eligible for election to the Committee but require at least one years membership to be eligible for Honorary President.

37, The Committee will meet at least once every 2 months, at a time and date to be notified by the Secretary.

38, A minimum of 3 Committee Members shall constitute a quorum. Any resolution will require a simple majority of Committee Members present to be carried. If necessary the Chairperson may exercise their casting vote.

EXPULSION OF MEMBERS
39. Any Club Member guilty of illegal activities will be liable to expulsion from the Club at the discretion of the Committee. Any Member so expelled will forfeit any right of refund of subscription or of any other money paid to the Club.

CHANGE OF ADDRESS
40, Any Member changing his or her address or telephone number is requested to advise the Membership Secretary of the changes within one month.

DISSOLUTION OF THE CLUB
41, The Club may dissolved upon the vote of a three-quarter majority of full Members present at a Special General Meeting called by the Secretary in accordance with Rule 20 and 21.

42, All property remaining after the satisfaction in full of all debts incurred by the Club prior to dissolution shall be distributed in equal shares to all those who at the date of dissolution were full Members of the Club as defined by Rules 4 and 7.

INTERPRETATION OF THE RULES
43, The Committee shall be the sole authority for interpretation of these Rules. The decision of the Committee on any question of interpretation or upon any other matter affecting the Club and not provided for by these Rules shall be final and binding on all Members.
